Effect: The ninja has been born into the Touketsu clan and through the wonders of genetic handing down has displayed remarkable relation to the rare line within the Touketsu clan, being born with both affinity to water and wind the user has the ability to use BOTH elements regardless of there rank
While this is an apparent blessing it doesn’t come with its drawbacks, while the child has been gifted with both natural affinities they will soon find that it is not without its drawbacks. Duel affinity is a trait often held by Jounin or at earliest Chuunin and as a result until the ninja has reached that point making use of there affinity requires more concentration and control thusly appearing to make them look weaker as they cannot make use of there affinities with any comparative ease.
As a result of this those with a rare birth are unable to use Ninjutsu above there current rank until obtaining Chuunin rank even if they have selected Ninjutsu Master. In addition to this those that have NOT selected Ninjutsu Master as there primary class will only be able to use Ninjutsu of there affinity at the rank BELOW there current rank because by doing so the ninja has shown to give greater interest to alternate, easier forms of training and forsaking there blood inherited birth.

Drawback: After returning to surface the user must rest half of the time used underwater. As example, if the user has stayed under for 20 minutes, he’ll have to rest 10 minutes before the jutsu can be used again.
Description: Simple technique used by channeling chakra to mouth, lungs, ears and eyes. With chakra moved to mouth and lungs the user gathers air from the water and is able breath underwater, chakra guided to ears protects from the aching caused by pressure, lenses of chakra protecting eyes work like swim goggles.
Limit: Anyone can learn it, the techinque doesn’t even need a scroll, smart ninjas should be able to figure out the process on their own.

Effect: Causes pressurized water to wrap around the users hand, forming a claw, allowing for repeated assaults.
Drawback: None.
Description: Creates a claw around the users hand which is pressurized and will allow te user to cut with their "bare" hands. Acts as if it were metal, as the water is both highly pressurized and infused with chakra. Lasts two posts, cannot form handseals whith the claw "on".
Limit: Water Release, must have a water source.

Effect: Hurls 25 Senbon needles made of air.
Description: The ninja gathers air with his hands and mixes it with chakra, by doing this he transforms them into sharp and deadly needles. The needles are almost invisible so it is hard for the enemies to see them. This technique may be blocked by large objects, however something small such as a sword, or a staff will allow the needles to seperate still moving towards the object it was originally sent to. Not a powerful technique as the user is capable of hurling up to twenty five senbon wind needles that gives out minor cuts. However this could be used as a more of a set up technique to allow the user to perform a more dangerous technique.

Background
History
- Rokuro Is a sad excuse of a ninja and even more so for the sheer fact he is the host to the six tails biju, being a jinchuriki it is expected he would do wonderful things, but no. That lighting weasel has sapped and drained if not paralyzed his growth as a ninja.
Rokuro Is a ninja of the touketsu clan, a clan of high renown, and yet he himself was designated a farmer a typical villager of the clan even while a jinchuriki, he couldn't get a grasp on any of his chakra natures...something seemed to be in the way of all of this and prevented any growth as a ninja. years went by and the poor boy became a man, an man with little self esteem and only the calluses upon his palms to call a friend, the heat to of the rising sun to call a big brother and the silence to call a loving mother... Rokuro was originally acceptant of this fate at a young age but as the years passed and his teen age years came upon him, every one he knew every one he had seen in his own clan had grown up gone on to better lives...or died. His world was rapidly advancing and with out him and this was unacceptable...finally.
From age sixteen to age twenty four...present time, The failure ninja practiced on his own building up his own chakra he seemed to lack, little by little his own will carved through the unknown wall of natural defiance his body placed upon him and soon he was capable of the simplest of ninja skills. This was the world To Rokuro but this only gave him the appearance of an e rank ninja...at the age of twenty four...nothing to be proud of in the least. Our story starts out with Rokuro a grown man and a known failure of a jinchuriki as a student in his villages growing and prosperous gathering of ninja....ninja children...this story is going to take a while so you better take a seat...there is alot of bullshit to hash out and its not going to get good any time soon.
